
Jennifer has been with Morris Laing since 2026 and before that was with Doering, Grisell & Cunningham from 2022-2026. Jennifer was with the City of Garden City from 2012 through the end of 2021, holding the title of Deputy City Manager upon her departure. In that capacity, Jennifer led the public safety team including all fire and police personnel and served as the acting Fire Chief for a year. At times during her tenure with the City, she also led Municipal Court, Prosecution and Information Technologies & Communications. Prior to joining the City of Garden City team, she worked for the Finney County Attorney as an Assistant County Attorney prosecuting Child in Need of Care cases and criminal cases. Jennifer’s primary practice is in Municipal and School Law, but she also does employment law, work for non-profits, family law, prosecution, and takes on other cases in gap areas as needed for the firm.
Jennifer is a native of Lamar, Colorado. She received her Bachelor’s degree from Colorado State University in Business Administration with a concentration in Finance and Real Estate and her Juris Doctor from Washburn University. Jennifer’s time in municipal management brings a unique perspective to clients. Jennifer is an innovative leader who has an established record of taking on complicated projects and delivering outstanding results.
